On September 27, the 2025 Annual Seminar on "Criminal Justice and Protective Measures" hosted by the Juvenile Justice Professional Committee of the Chinese Criminal Procedure Law Research Association was successfully held in Hangzhou, with the collaboration of the Research Center for Juvenile Prosecution at Beijing Normal University and other institutions. More than 100 representatives from universities and research institutions such as Renmin University of China, Beijing Normal University, China University of Political Science and Law, Zhejiang University, Xiamen University, Wuhan University, Chinese Academy of Social Sciences, Northwest University of Political Science and Law, and the National Judges College, as well as practitioners from the Supreme People's Court, the Supreme People's Procuratorate, and public security judicial authorities from over 10 provinces and cities across the country attended the seminar.

Opening ceremony

The opening ceremony was chaired by Professor He Ting, Vice Dean of the Law School at Beijing Normal University and Deputy Director of the Juvenile Justice Professional Committee of the China Criminal Procedure Law Research Association.



Tang Ruikang, Vice President of Hangzhou Normal University (in charge of daily administrative work), Feng Renqiang, Vice Chairman of the Hangzhou Municipal Committee of the Chinese People's Political Consultative Conference, and Jing Dali, President of the China Criminal Procedure Law Research Association, delivered speeches.
The conference was divided into keynote speeches and thematic discussions, where experts and scholars from the theoretical and practical fields of law across the country engaged in in-depth discussions on the theme of "Criminal Justice and Protective Measures."
Keynote speeches

The keynote report session was chaired by Yu Xiaomin, a second-level senior prosecutor from the Zhejiang Provincial People's Procuratorate.



Xian Jie, Director of the Juvenile Procuratorial Department of the Supreme People's Procuratorate, delivered a keynote report entitled "Procuratorial Practice of Criminal Justice and Protective Measures"; Cai Jinfang, Deputy Director of the First Civil Division of the Supreme People's Court, delivered a keynote report entitled "Looking at the Current Prevention and Governance of Juvenile Delinquency from the Perspective of Juvenile Criminal Case Trials"; and Professor Song Yinghui, Director of the Juvenile Procuratorial Research Center and Director of the Juvenile Justice Professional Committee of Beijing Normal University, delivered a keynote report entitled "Basic Issues in the Connection between Criminal Justice, Administrative Penalties and Protective Measures".

The subsequent discussion session was moderated by Professor Shao Shao of the Shen Junru Law School at Hangzhou Normal University.



Wang Minyuan, Professor of Guanghua Law School of Zhejiang University, Gao Weijian, Dean and Professor of the Institute of Juvenile Justice of East China University of Political Science and Law, and Cheng Lei, Vice Dean and Professor of the Law School of Renmin University of China, participated in the discussion.
Thematic Seminar 1: Basic Issues of Criminal Justice and Protective Measures

The first thematic seminar was chaired by Professor Liu Xuemin of the Law School, Xiamen University.






An Qi, Associate Professor of the Law School at Yunnan Minzu University; Cheng Jie, Associate Professor of the Law School at the University of Chinese Academy of Social Sciences; Yan Zemin, Lecturer at the School of Criminal Justice at China University of Political Science and Law; Liu Lingyue, Lecturer at the School of Criminal Law at Northwest University of Political Science and Law; Yuan Ziteng, Doctoral Candidate at the Law School at Chongqing University; and Liu Yingqi, Doctoral Candidate at the Law School at Beijing Normal University, delivered keynote speeches on the following topics: "Normative Competition and Hierarchical Construction of Protective Measures for Minors"; "Functional Examination and Application Suggestions for Administrative Detention of Minors"; "The Relationship and Developmental Interaction between the Age of Criminal Responsibility and the Treatment System for Juvenile Offenders—Taking the British Experience as a Reference"; "On the Basic Connotation and Application Requirements of Special Protection"; "Graded Treatment of Juvenile Offenders: Theoretical Origins, Empirical Examination, and Path Selection"; and "From Criminal Detention to Protective Measures: The Proper Concept for Safeguarding the Personal Freedom of Minors".

The subsequent discussion session was moderated by Wang Zhenhui, Vice Dean and Professor of the Institute of Procedural Law at China University of Political Science and Law.



Zhao Junfu, a second-level senior judge of the First Civil Division of the Supreme People's Court, Wang Guangcong, the chief prosecutor of the Juvenile Procuratorate of the Supreme People's Procuratorate, and Yu Liang, a professor at the Law School of Beijing Technology and Business University, held a discussion.
Thematic Seminar 2: Applicable Procedures, Mechanisms, and Social Support for Protective Measures

The second thematic seminar was chaired by Professor Xi Wei of the Law School of Anhui Normal University.

Lei Xiaozheng, a professor at the Law School of Hainan University, and Ren Wenqi, a professor at the School of Civil Affairs of Shanghai Open University, held a discussion.


Thematic Seminar 3: Application and Improvement of Specific Measures for Protection and Disciplinary Actions


The third thematic seminar was co-chaired by Hu Ming, Dean and Professor of the Guanghua Law School of Zhejiang University, and Qian Wenjie, Director of the Procedural Law Teaching and Research Section of the Shen Junru Law School of Hangzhou Normal University.
