Professor He Ting Went to the UK for Academic Exchanges

From March 21st to 29th, 2024, Professor He Ting, Vice Dean of the Law School at Beijing Normal University, was extends an invitation for an academic exchange visit to the United Kingdom.

On March 22nd, Professor He Ting attended the symposium of "Tackling CSA/Online CSA Information Sharing Workshop" held in London. This seminar, hosted by the British Chinese Association, was conducted through a hybrid model of online and in-person participation. A representative from the UK's Office of Communications (Ofcom) elucidated the provisions of the Online Safety Act 2023 and the ongoing consultation on Illegal Harms related to the online sexual exploitation and abuse of children. Meanwhile, a representative from WeProtect Global Alliance shared empirical research and international perspectives on combating online child sexual exploitation and abuse. Professor He Ting delivered a keynote address titled "Developments on Tackling Child Sexual Abuse in China," drawing on the successful pilot of China's "one-stop" inquiry mechanism. Yan Zemin, a postdoctoral fellow at the Law School, also presented a keynote speech on "Online Child Sexual Abuse Governance - The Perspective of the Regulation on the Protection of Minors in Cyberspace," highlighting China's newly implemented "Regulations on the Protection of Minors on the Internet" effective from 2024. Participants engaged in profound discussions on practical strategies to prevent online sexual assault and other related issues.



On March 25-26, Professor He Ting went to Oxford to attend the International Symposium on Restorative Justice organized by Regent's Park College, Oxford. The theme of this conference is Is Restorative Justice Global? The Meaning, Opportunities, and Challenges for Restorative Justice in European and Chinese Contexts. Experts and scholars from universities and research institutions such as Beijing Normal University, Peking University, University of Macau, University of Oxford, University of Edinburgh, University of Leuven, University of Sheffield, University of Nottingham, and University of Warwick participated in the conference. Professor He Ting gave a keynote speech titled "Practice and Reflection on Restorative Justice in China's Youth Justice" and exchanged with experts and scholars attending the symposium.







On March 27th, Professor He Ting made a visit to the Youth Justice Board in the United Kingdom. Dr. Jamie Bennett, the Strategic Director of the Youth Justice Board, offered a comprehensive overview of the UK's approach to juvenile delinquency management and the operational framework of the Board. In turn, Professor He Ting outlined the recent advancements in China's juvenile justice system. The two parties engaged in a meaningful dialogue, exploring effective measures to address serious violent offenses committed by young minors, the appropriate age of criminal responsibility, and other pertinent topics.



During his time in the UK, Professor He Ting also visited the Law School of Queen Mary University of London and City Law School, University of London, and exchanged ideas with professors and scholars from the School of Oriental and African Studies , University of London and the Law School of Northumbria University. He had friendly discussions on further international exchanges and cooperation between these institutions and Beijing Normal University, such as student exchanges.
