28The 7th Lecture of the Supreme People's Procuratorate's Prosecutorial Practice Experts Entering Campus Series Concluded Successfully

On May 6, 2025, the seventh installment of the Supreme People's Procuratorate's "Prosecutorial Practice Experts Entering Campus" series was successfully conducted in Room 110 of Teaching Building 10 at Beijing Normal University. The event was hosted by Wang Guangcong, a prosecutor from the Juvenile Procuratorial Department of the Supreme People's Procuratorate and a third-level senior prosecutor, with Professor He Ting, the Associate Dean of the Law School at Beijing Normal University, acting as the moderator. Over 110 faculty members and students from the Law School attended this special lecture.

At the outset of the lecture, Professor He Ting extended a warm welcome to Prosecutor Wang Guangcong on behalf of the entire faculty and student body and shared his extensive practical work experience with the attending students. Since completing his doctoral studies, Prosecutor Wang Guangcong has been firmly entrenched in frontline judicial practice, boasting a robust theoretical foundation. Prior to his involvement in juvenile procuratorial work, he handled juvenile cases in the people's court. This diverse professional background enables him to approach and examine the theoretical and practical aspects of preventing and reducing juvenile crime from a dual perspective. It is anticipated that students will gain a deeper insight into juvenile crime issues in China through this lecture and be inspired to contribute to future academic research and theoretical reflections on the subject.





Subsequently, the special lecture, titled "Preliminary Exploration of Prosecutorial Practice and Theory in Preventing and Reducing Juvenile Crime," commenced officially. Prosecutor Wang Guangcong delivered a comprehensive explanation to the faculty and students on topics including "New Trends in Juvenile Crime," "Curbing the Escalating Trend of Juvenile Crime," "Perspectives on Juvenile Crime and Strategies for Punishing and Rehabilitating Offenders," and "Preliminary Theoretical Concepts for Preventing and Reducing Juvenile Crime." Prosecutor Wang highlighted that, considering the characteristics of juvenile crime, there exists a discrepancy between the recklessness of motives and the adult-like methods employed in committing violent crimes, along with the severity of the consequences. In property crimes, profit-driven motives are prominent. The influence of the internet on juvenile crime is on the rise, and new social business models also introduce certain risks. Consequently, the Central Committee of the Communist Party of China places significant emphasis on protecting minors' rights and interests, as well as addressing issues related to crime prevention and control. The Supreme People's Procuratorate actively implements the policy directives of the Central Committee in handling specific cases and institutional mechanisms. Indeed, the work of preventing and reducing juvenile crime must adopt a long-term perspective while also rationally focusing on the growth and changes of minors and understanding the impact of social issues on them. In the future, efforts should be made to strike a balance between family guardianship and the protection of minors, legally safeguard minors' property rights and interests, reasonably employ public interest litigation in minor protection, foster the development of an autonomous judicial knowledge system for minors, and enhance the overall performance effectiveness of prosecutorial duties in juvenile crime cases, thereby effectively promoting the quality and efficacy of work aimed at preventing and reducing juvenile crime in China.




During the interactive exchange session, participating students actively posed questions and engaged in in-depth discussions with Prosecutor Wang Guangcong on topics such as how procuratorial organs balance education and punishment, welfare justice, and the development of juvenile procuratorial work. Prosecutor Wang provided detailed responses to these questions. For instance, he emphasized that prevention is a systematic endeavor that requires everyone to fulfill their respective responsibilities. Procuratorial organs should focus on exercising their legal supervision functions in accordance with the law. Welfare justice embodies a sense of national responsibility and care; the state needs to provide supporting resources, and judicial organs must handle individual cases properly and improve related work.







After the interactive exchange session, Professor He Ting once again expressed his gratitude on behalf of all faculty and students of the Law School for Prosecutor Wang Guangcong's outstanding lecture. He noted that he hopes students will seize this opportunity to increase their attention and research efforts on the issue of preventing and reducing juvenile crime in China. The Law School of Beijing Normal University will also leverage the platform of "Procuratorial Practice Experts Entering Campus" to further refine its talent training model and enhance the quality of talent cultivation.

Finally, Professor He Ting, representing the Law School, presented a commemorative certificate to Prosecutor Wang Guangcong and took a group photo, marking the successful conclusion of the seventh lecture in the "Experts in Prosecutorial Practice Entering Campus" series.
