Beijing Municipal Bureau of Justice and BNU Law School Hold Exchange and Cooperation Seminar

On November 13, 2025, an eight-member delegation from the Beijing Municipal Bureau of Justice visited the BNU Law School. The delegation was led by Hao Rundong, Member of the Party Committee and Director of the Political Department, alongside Zhang Qingfen, Head of the Discipline Inspection and Supervision Group. The exchange and cooperation seminar was held in the Gao Mingxuan Lecture Hall (Room 1822) of the Rear Main Building. The delegation received a warm welcome from Liang Yingxiu, Dean of the Law School; Zheng Yanpu, Party Secretary; Vice Deans He Ting, He Dan, and Guo Yating; as well as Liu Hang, Director of the Office. The meeting was chaired by Secretary Zheng Yanpu.



At the outset of the meeting, Director Hao Rundong provided an overview of the Beijing Municipal Bureau of Justice, detailing its basic profile, core functions, and the current state of talent development. He noted that BNU Law School possesses a distinguished faculty and a robust foundation in legal theory. Given that the Bureau frequently encounters novel challenges in frontline judicial administration, he emphasized the necessity of strong theoretical support, identifying strengthened collaboration between the two institutions as the optimal solution. Director Hao subsequently proposed three specific areas for cooperation: first, joint efforts in training legal professionals specializing in foreign-related law; second, the co-organization of the themed initiative "Best Legal Service Professionals Entering Campus"; and third, active expansion of student internship and employment channels to deepen collaboration in talent cultivation and placement.



Subsequently, Dean Liang Yingxiu provided the delegation with a systematic overview of the history and current status of BNU Law School. Noting that this year marks the 30th anniversary of the establishment of the law discipline, Dean Liang vividly detailed the School’s accomplishments across multiple dimensions, including institutional development, disciplinary strengths, faculty composition, talent cultivation, research output, and practical cooperation. He specifically underscored the vast potential for collaboration between the Law School and the Beijing Municipal Bureau of Justice in key areas such as arbitration, the training of foreign-related legal professionals, joint research projects, and expert review.



Group Leader Zhang Qingfen addressed the practical and theoretical frontiers of discipline inspection and supervision, noting a persistent gap between practice and theory in the field. She then elaborated on the unique advantages and solid foundation underpinning deeper cooperation between the two parties. Director Yin Hongwei highlighted the broad prospects for collaboration regarding talent placement, practical coursework, and specialized training. Deputy Director Yan Wei provided a detailed introduction to the themed initiative "Beijing Role Model: Best Legal Services Professional." Subsequently, Lu Yingzi, Deputy Director of the Beijing Lawyers Association Secretariat, briefed the delegation on the Association’s operations. Finally, Ruan Na, Deputy Secretary-General of the Beijing Arbitration Commission, presented an overview of the Commission’s development and achievements. She specifically referenced the Commission’s "Star Plan" internship program and expressed a strong desire for outstanding law students to participate.



Deputy Dean He Ting further elaborated on the Law School’s distinct advantages in criminal justice theory and expert review. He noted that these strengths would establish a solid foundation for resource complementarity and deeper collaboration, expressing full confidence in the future prospects of this partnership. In their concluding remarks, Secretary Zheng Yanpu, along with Vice Deans He Dan and Guo Yating, highly commended the outcomes of the exchange and the extensive scope for future cooperation. They reached a consensus that both parties should prioritize deepening practical collaboration in key areas, including the training of foreign-related legal professionals, student internships and employment, curriculum development, the "Best Legal Service Professionals Entering Campus" initiative, and Party building and ideological education, to jointly inaugurate a new chapter in university-government cooperation.



This exchange seminar concluded with fruitful outcomes, establishing a solid foundation for future collaboration between the two parties. The Law School’s robust research and teaching capabilities are poised to complement the Beijing Municipal Bureau of Justice’s abundant practical resources. Through resource sharing and joint development, both sides will inject new momentum into the cultivation of outstanding legal talent and the advancement of the rule of law in the capital.
