On June 17, 2025, Dean Liang Yingxiu headed a delegation to the Chaoyang District People's Procuratorate. The delegation comprised Vice Deans Yin Jianfeng and He Dan, Director of the International Exchange and Cooperation Office Yang Chao, and Office Director Liu Hang. They attended the signing ceremony for a cooperation agreement on nurturing foreign-related legal talent and the inauguration ceremony of the "Foreign-Related BoHui Academy." Ma Tianbo, Secretary of the Party Leadership Group and Chief Procurator of the Chaoyang Procuratorate, was present throughout the event, along with Party members, Deputy Chief Procurator Hu Jing, Deputy Director of the Political Department Chen Lei, Director of the Foreign-Related Procuratorial Office Zhang Li, and relevant department heads and supervising prosecutors, including Zhuan Xiaoqian. Both parties engaged in thorough discussions on collaborative talent development, theoretical research, and practical implementation.

Prior to the meeting, Dean Liang Yingxiu and his delegation toured various offices at the Chaoyang Procuratorate, including the remote interrogation room for foreign-related cases, the hearing room for such cases, the remote working studio for foreign-related matters, the lawyer reception center, the foreign-related procuratorial office, and the foreign-related Party building activity room.

During the meeting, Chief Procurator Ma Tianbo provided a comprehensive overview of the key initiatives, team development, and prosecutor training at the Chaoyang District Procuratorate. Dean Liang Yingxiu shared insights into the law school's growth, teaching environment, and discipline construction. Representing their respective institutions, Deputy Chief Procurator Hu Jing and Dean Liang Yingxiu signed the cooperative agreement on foreign-related legal talent development. At the opening ceremony of the "Chaoyang Procuratorate Foreign-Related BoHui Academy," Zhang Li, Head of the Propaganda and Education Group of the Political Department and Director of the Foreign-Related Procuratorial Office, outlined the academy's objectives and activities, while supervising prosecutor Zhuan Xiaoqian delivered a speech on behalf of the group.

In the discussion and exchange session, both parties delved into topics such as collaborative talent development, prosecution initiatives on campuses, joint project proposals, and organizing expert evaluations, reaching a significant consensus on enhancing cooperation in the realm of foreign-related prosecution and legal education. The signing of the cooperative agreement is a pressing necessity to foster high-caliber foreign-related legal talent, drive innovation in foreign-related legal theory, elevate the standard of regional foreign-related legal construction, and bolster the overall strategic landscape. It is imperative to continually strengthen consensus, optimize resource sharing, and fully harness each party's strengths in legal theory research and prosecutorial practice, thereby jointly fostering an environment conducive to the interaction of outstanding talent, the integration of excellent resources, and the sharing of outstanding achievements. Through the seamless integration of academic theory from universities and judicial practice from prosecutorial bodies, we aim to contribute to the advancement of China's foreign-related legal systems.

Looking ahead, both parties will persist in promoting the integration and advancement of prosecutorial practice with legal education and legal theory research, building upon the signed cooperative agreement and leveraging the foreign-related legal talent training and research base established by the Chaoyang District People's Procuratorate. They will deepen cooperation, innovate mechanisms, and collaborate in talent development, key project execution, and practical responsibilities, achieving a higher level of international outreach and a superior quality of international engagement, thereby providing a more robust legal foundation.
