On the afternoon of February 2, 2023, Zhou Qiang, Secretary of the Party Group and President of the Supreme People's Court, visited the Research Base for Duty Crimes at Beijing Normal University for an inspection and engaged in a discussion. Zhou Qiang emphasized the importance of adhering to the guidance of the Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, fully implementing Xi Jinping’s philosophy of the rule of law, and deeply comprehending the strategic significance of the "two establishment". He called for reinforcing the "four consciousnesses", "four confidences", and "two upholds". Zhou advocated for the development of high-end think tanks dedicated to the study of duty crimes, furthering the exploration of both theory and practice in the adjudication of such crimes, and thus providing robust theoretical backing to enhance the prosecution of duty crimes.
The Supreme People's Court, in partnership with Beijing Normal University, has co-founded the Research Base for Duty Crimes, marking its official launch. This base builds upon the existing collaboration between the Second Criminal Division of the Supreme People's Court and the Law School of Beijing Normal University, which previously joined forces to establish the Research Base for the Regulation of Duty Crimes and Anti-Corruption Asset Recovery and Repatriation. The objective of this new initiative is to forge a high-caliber think tank dedicated to the study of duty crimes, consolidating interdisciplinary research capabilities. It will primarily concentrate on addressing key theoretical and practical challenges in the realm of duty crimes, and actively offer strategic advice for the judicial handling of such offenses.
Zhou Qiang extended his congratulations on the establishment of the Research Base for Duty Crimes. He emphasized that the creation of this base represents a significant step in the comprehensive application of Xi Jinping's philosophy of the rule of law and in advancing the synthesis of legal theory with judicial practice. It constitutes a valuable endeavor to intensify the study of duty crime issues and to more effectively support the comprehensive anti-corruption campaign. The research base should maximize its potential as a premier think tank, transforming it into a pivotal hub for theoretical inquiry, academic exchange, talent development, and international collaboration. It should endeavor to produce influential research outcomes and furnish robust theoretical backing for the enhancement of duty crime adjudication. By concentrating on the complex challenges and emerging issues in the trial of duty crimes, the base should reinforce its research efforts, foster theoretical innovation, and collaboratively advance the cultivation of legal expertise in this domain. Additionally, it should strengthen research into international anti-corruption mechanisms for the pursuit of fugitives and the recovery of assets, as well as related case law theories. The base should also deepen its engagement and cooperation with legal theory and practice communities globally, thereby narrating the story of China's rule of law journey in the context of duty crime prosecution.
Cheng Jianping, Secretary of the Party Committee at Beijing Normal University, remarked that the university has diligently studied and applied Xi Jinping's philosophy of rule of law and the essence of General Secretary Xi Jinping's important speeches. It has bolstered the construction of legal disciplines, enhanced scientific research, and nurtured legal talent, achieving significant outcomes in these areas. Beijing Normal University will seize the opportunity presented by the establishment of the Research Base for Duty Crimes to further capitalize on the academic strengths of the institution. The university will concentrate on providing the people's courts with substantial research findings and practical recommendations for the adjudication of duty crimes, offering insights to enhance anti-corruption governance both in China and on the international stage, and contributing to the development of a socialist legal system with Chinese characteristics.
Shen Liang, a member of the Party Group and Vice President of the Supreme People's Court, and Ma Jun, Deputy Secretary of the Party Committee and President of Beijing Normal University, were present at the symposium. Professors Huang Feng and Wang Xiumei from the Law School of Beijing Normal University detailed the development of the duty crime research bases. Representatives from member organizations, including the Supreme People's Procuratorate, Ministry of Foreign Affairs, Ministry of Public Security, Ministry of Justice, and relevant divisions of the China Law Society, as well as officials from Beijing Normal University and a contingent of experts and scholars, participated in the symposium.
Prior to the symposium, Zhou Qiang and his delegation toured the 120th anniversary thematic exhibition of Beijing Normal University.
