The Inauguration Ceremony of the Research Center for Foreign-related Rule of Law of Beijing Normal University Law School and the First Jingshi Forum on Foreign-related Rule of Law Was Successfully Held

December 15, 2024, the Inauguration Ceremony of the Research Center for Foreign-related Rule of Law of Beijing Normal University Law School and the First Jingshi Forum on Foreign-related Rule of Law was solemnly conducted in Beijing. The theme of the forum is "The Mission and Development Pathways of Foreign-Related Rule of Law in the New Era", which aims to better adapt to the reality of the rapid development of foreign-related rule of law in China and meet the needs of foreign-related rule of law practice for high-quality legal research. The inauguration ceremony of the research center and the forum was hosted by the Law School of Beijing Normal University and co-organized by Jingshi Law Firm. Over 300 experts and scholars from government bodies, academic circles, and the legal profession gathered for the occasion, engaging in profound discussions on topics including the mission and development pathways of foreign-related rule of law in the new era, cutting-edge issues in the practice of foreign-related rule of law and the training mechanism for talents in foreign-related rule of law.

The inauguration ceremony was hosted by Professor Chai Rong, Secretary of the Party Committee of the Law School of Beijing Normal University.


Liu Changxu, a member of the Standing Committee of the Party Committee and Vice President of Beijing Normal University, extended congratulations on the establishment of the research center and the inception of the forum on the university's behalf. He underscored that adhering to the harmonious advancement of domestic and foreign-related rule of law is a crucial component of Xi Jinping's thoughts on the rule of law and a pressing mission in the comprehensive advancement of law-based governance. As a venerable institution with a century-long history, Beijing Normal University has consistently prioritized the cultivation of foreign-related legal talent and the exploration of foreign-related legal theories. Liu Changxu emphasized that the university will leverage its strengths as a comprehensive institution, mobilizing interdisciplinary expertise and resources to venture boldly into the realm of foreign-related legal education and research. The aim is to elevate the research center and forum into a premier academic exchange hub for foreign-related legal studies, thereby contributing to the establishment of China's autonomous legal knowledge system and the development of foreign-related rule of law.


On behalf of the China Law Society, Professor Zhang Wenxian, a member of the Party Leadership Group and Director of the Academic Committee of the China Law Society, extended warm congratulations to Beijing Normal University on the establishment of its Research Center for Foreign-Related Rule of Law and the successful convening of the first Jingshi Forum on Foreign-Related Rule of Law. Director Zhang elucidated the fundamental framework and practical imperatives of foreign-related rule of law initiatives from three perspectives: the conceptualization of foreign-related rule of law, its definition, and the model for its implementation. Additionally, he discussed four dimensions: the extraterritorial application of Chinese legislation, the incorporation of foreign laws within domestic jurisdiction, the selective enforcement of national laws, and the comprehensive application of international legal standards. Director Zhang Wenxian underscored the necessity to adhere to the directives set forth by the Third Plenary Session of the 20th CPC Central Committee. He stressed the importance of furthering legal reforms, advancing the development of a pragmatic foreign-related legal system, and enhancing the mechanisms for cultivating high-caliber legal professionals with expertise in foreign-related rule of law.


Witnessed by all the guests, Vice President Liu Changxu and Director Zhang Wenxian jointly unveiled the Research Center for Foreign-related Rule of Law of Beijing Normal University Law School. Professor Liang Yingxiu, Dean of the Law School of Beijing Normal University, and Professor He Ting, Vice Dean of the Law School of Beijing Normal University, presented appointment letters to Huang Zhenzhong, a professor of the Law School of Beijing Normal University, the founder and lifetime honorary director of Jingshi Law Firm, and the director of the Foreign-related Rule of Law Research Center, as well as ten academic advisors of the center. Yang Yi, Deputy Secretary-general of the Beijing Normal University Education Foundation, announced the establishment of the Beijing Normal University Law Development Fund and issued appointment letters to the first management committee members.






Keynote Speech: The Mission and Development Pathways of Foreign-Related Rule of Law in the New Era

The keynote speeches were presided over by Professor Liang Yingxiu, Dean of the Law School of Beijing Normal University.


Liu Zhiyuan, Director of the International Cooperation Bureau of the Supreme People's Procuratorate, Du Lei, Deputy Director of the Office of the Hong Kong and Macao Basic Law Committee of the Standing Committee of the National People's Congress, Si Yanli, Deputy Director of the Research Office of the Supreme People's Court, Gao Junyi, Deputy Director of the International Cooperation Bureau of the Ministry of Public Security, Yu Ning, Deputy Director of the Treaty and Law Department of the Ministry of Commerce, Professor Guo Li, Dean of the Law School of Peking University, William Rosoff, a foreign expert of the School of Law of Tsinghua University and adjunct professor of the University of International Business and Economics, Wang Qingyou, Vice President of the All China Lawyers Association, and Professor Huang Feng from the Law School of Beijing Normal University delivered their respective speeches. The keynote speeches focused on topics such as foreign-related legislation, law enforcement, judicial system, cultivation of foreign-related legal talents, and improvement of the foreign-related rule of law system, presenting the latest progress in the research and practice on foreign-related rule of law.



Special Topic Seminar Part 1: Frontier Issues in the Practice of Foreign-related Rule of Law

The first segment of the seminar was presided over by Professor Yin Jianfeng, Vice Dean of the Law School of Beijing Normal University.


Wang Xiaodong, Vice President of the China Association of Criminal Procedure Law, Vice President of the Chinese Association of Criminal Law, and former President of the Second Criminal Tribunal of the Supreme People's Court, Hu Zhenjie, Director of the Corporate Lawyers Committee of the All China Lawyers Association and former General Legal Counsel of China Aluminum Corporation Limited, Lu Fei, Director of the Development Department of the China International Economic and Trade Arbitration Commission, Li Haiyue, Deputy Director of the Research Office of the Shanghai Maritime Court, Luo Lifan, Global Assistant General Counsel of Microsoft Corporation, Fan Lei, General Legal Counsel and Chief Compliance Officer of Inspur Information, as well as guests Professor Xing Gang, Director of the International Law Teaching and Research Center of the Law School of Beijing Normal University, and Zhang Lingxiao, Secretary of the Party Committee and Director of Jingshi Law Firm, delivered a speech, respectively. This segment engaged in comprehensive debates on most pressing and complex challenges in the practice, including anti-corruption measures, the pursuit of fugitives and asset recovery, international arbitration, the legislation surrounding foreign artificial intelligence, and corporate compliance. It also yielded nuanced policy suggestions to bolster the development of China's foreign-related rule of law system.


Special Topic Seminar Part 2: Training Mechanism of Foreign-related Talents in Rule of Law

The second segment of the seminar was hosted by Professor He Dan, Vice Dean of the Law School of Beijing Normal University.


Dong Hao, Chairman of the Strategic Development Committee at Beijing Chang'an Notary Office and a Level 2 Notary Public, Professor Liu Fei, Dean of the China-EU School of Law at the China University of Political Science and Law, Professor He Zhipeng, Dean of the Law School at Jilin University, Professor Zhao Jun, Vice Dean of Guanghua Law School at Zhejiang University, Professor Feng Hui, Vice Dean of the Law School at the University of International Business and Economics, Du Binyu, former General Legal Counsel of Agricultural Bank of China, Professor Liao Shiping from the Law School of Beijing Normal University, as well as esteemed guests Professor Zhang Yan, Vice Dean of the Law School at Renmin University of China, and Song Xiaojiang, Deputy Secretary of the Party Committee and Discipline Inspection Secretary at Jingshi Law Firm, each delivered speeches. This segment concentrated on the training mechanism of talents in foreign-related rule of law, engaging in profound discussions from various angles including foreign-related notarization, corporate compliance in international contexts, interdisciplinary approaches, and collaborative training between legal departments and academic institutions. The participants offered thought-provoking proposals for the innovative advancement of the value of cultivating talents in foreign-related rule of law in China.


Closing Ceremony

At the conclusion of the ceremony, Professor Huang Zhenzhong articulated his profound affection for the Law School of Beijing Normal University and Jingshi Law Firm. He vowed to dedicate his utmost efforts to his role as the director of the center, collaborating closely with his peers to elevate it to a premier academic research establishment. Professor Yuan Zhijie, Vice Dean of the Law School of Beijing Normal University, extended his heartfelt appreciation to Jingshi Law Firm and the diverse community of supporters who have consistently backed the Law School of Beijing Normal University. He further stated that the Law School is committed to allocating additional resources to foster the center's development and anticipates that the center will contribute high-caliber research outcomes to underpin China's advancement in foreign-related rule of law.


The convening of the Inauguration Ceremony of the Research Center for Foreign-related Rule of Law of Beijing Normal University Law School and the First Jingshi Forum on Foreign-related Rule of Law was an important measure to thoroughly implement Xi Jinping's thoughts on the rule of law and the spirit of the Third Plenary Session of the 20th CPC Central Committee.
