BNU Law School and Zhuhai Procuratorate Ink Framework Agreement to Foster Procuratorate-Academia Integrated Development

On the morning of November 27, 2025, the Zhuhai Municipal People's Procuratorate hosted a strategic cooperation signing ceremony with Beijing Normal University in its third-floor multifunctional hall. This event marks a significant milestone in the collaboration between the two parties, injecting new momentum into the training of legal talent and research in prosecutorial practice.

The ceremony was attended by Zhang Helin, Secretary of the Party Leadership Group and Chief Procurator of the Zhuhai Municipal People's Procuratorate; Liu Yunqian, Director of the Legal Policy Research Office; and Zhang Fengkui, Deputy Director of the Political Department. Representing Beijing Normal University were Professor Yuan Zhijie, Vice Dean of the Law School and Director of the Center on the Rule of Law and Development at BNU Zhuhai; and Professor Huang Xiaoliang, Deputy Director of the Institute of Criminology and Executive Director of the Center on the Rule of Law and Development at BNU Zhuhai.



In his address, Chief Procurator Zhang Helin emphasized that this collaboration with Beijing Normal University represents a strategic initiative to deepen the integration of prosecutorial practice and legal academia, thereby enhancing the professional caliber of prosecutorial work. He expressed hope that both parties would utilize this agreement to establish a regular cooperation mechanism. By engaging in practical collaboration—ranging from consultations on complex cases and theoretical research to legal education and publicity—the Procuratorate aims to leverage university intellectual support. This synergy is intended to continuously improve the rule of law, standardization, and professionalism within prosecutorial operations, providing robust legal safeguards for the high-quality economic and social development of Zhuhai.

Vice Dean Yuan Zhijie stated that the Law School of Beijing Normal University is committed to fully leveraging its strengths in disciplines, research, and talent. He outlined plans for in-depth cooperation with the Zhuhai Municipal People's Procuratorate in areas such as legal theory research, the construction of practical teaching bases, and the training of prosecutorial personnel. By achieving resource sharing and complementary advantages, both parties aim to promote the deep integration of legal education and prosecutorial practice, cultivating versatile, high-quality legal talent to support the construction of a rule-of-law China.

Subsequently, Chief Procurator Zhang Helin and Vice Dean Yuan Zhijie jointly signed the "Cooperation Framework Agreement in the Field of Law," officially establishing a strategic partnership. Following the signing, the parties held discussions regarding specific measures for talent cultivation and law-academia cooperation. These in-depth exchanges on implementation details laid a solid foundation for the effective execution of their future collaboration.





This strategic cooperation represents a dynamic initiative in advancing the rule of law. It will foster the deep integration of legal theory and judicial practice, facilitate the cultivation of legal talent for the new era, and enhance the quality and efficiency of prosecutorial work. Ultimately, this partnership aims to empower and bolster the development of both rule-of-law construction and higher legal education in Zhuhai.
