The 6th Lecture of the Supreme People's Procuratorate's Prosecutorial Practice Experts Entering Campus Series Concluded Successfully

On April 27, 2025, the sixth lecture of the Supreme People's Procuratorate's "Prosecutorial Practice Experts Entering Campus" lecture series was successfully conducted in Room 103 of Teaching Building 7 at Beijing Normal University. This event was spearheaded by Xiong Zheng, Deputy Director of the Public Interest Litigation Office of the Supreme People's Procuratorate, and moderated by Professor Yin Jianfeng, Vice Dean of the Law School at Beijing Normal University. Over 110 faculty members and students, including Associate Professor Shang Haowen from the Law School, attended this enlightening lecture.

At the commencement of the lecture, Professor Yin Jianfeng extended a warm welcome to Deputy Director Xiong Zheng on behalf of the entire Law School faculty and student body. Professor Yin Jianfeng highlighted that the Supreme People's Procuratorate initiated the "Prosecutorial Practice Experts Entering Campus" lecture series in 2024, with the goal of fostering the profound integration of legal education and the practice of the rule of law. On October 23, 2024, Deputy Procurator Zhang Xueqiao of the Supreme People's Procuratorate delivered the inaugural lecture at Beijing Normal University, titled "Thought Leading Civilization - The Emergence of the 'Public Interest Litigation Law'". Deputy Director Xiong Zheng's lecture served as a deepening and continuation of the first lecture, with the hope that students would gain a more profound understanding of China's public interest litigation system through this session.






Subsequently, the special lecture, titled "Practice and Reflection on the Public Interest Litigation System," officially commenced. Deputy Director Xiong Zheng provided a comprehensive introduction to the foundational theories and historical evolution of China's public interest litigation system, focusing on the concept and types of public interest litigation, its core characteristics, and the stages of practical exploration in China. He employed classic cases related to the public interest litigation system, such as the "Administrative Public Interest Litigation Case in Qingyun County, Shandong," the "Administrative Public Interest Litigation Case of Garbage Dumping in Dehui, Jilin," and the "Public Interest Litigation Case for Insulting Heroes by Luo Changping," to enhance the understanding of the public interest litigation system among the attending faculty and students. Deputy Director Xiong Zheng posited that the public interest litigation system fully embodies the practical power and truth of Xi Jinping's rule of law thought, owing to its political, people-oriented, practical, and supervisory attributes. Through the interpretation of case data and judicial cases by procuratorial organs, he elucidated the distinctive features of the public interest litigation system, including "upholding the leadership of the Party," "placing people at the center," "promoting practice," and "adhering to the boundaries of duties." Finally, Deputy Director Xiong Zheng engaged in an in-depth exchange with the attending teachers and students regarding the specialized legislation and theoretical considerations of public interest litigation by the prosecution.






Following Deputy Director Xiong Zheng's lecture, Professor Yin Jianfeng, on behalf of the attending teachers and students, expressed gratitude for Deputy Director Xiong's captivating presentation and provided a summary of the lecture's content. Professor Yin Jianfeng believed that the practical implementation of public interest litigation in China precedes theoretical research, thereby becoming a rich resource for academic inquiry. He hoped that the students present would pay more attention to this issue and deepen their research on it. Subsequently, Associate Professor Shang Haowen also expressed appreciation for Deputy Director Xiong Zheng's excellent lecture. He believed that the public interest litigation system offers a promising direction and opportunity for students' academic research. As one of the four major types of prosecution, public interest litigation requires students to increase their focus on legislative issues related to it. He hoped that students would conduct in-depth research on this issue in the future to provide ample theoretical support for the legislative work of public interest litigation in China. It is believed that this lecture holds significant enlightening implications for the students' future academic research and career choices.







During the Q&A session, the attending teachers and students posed questions to Deputy Director Xiong Zheng on topics such as "the role of ecological environment departments in public interest litigation," "the distinction between public interest litigation and group litigation," "jurisdiction in the field of military personnel rights protection," and "the role of prosecutorial agencies in public interest litigation." Deputy Director Xiong Zheng provided detailed answers to these questions based on both theory and practice. After the Q&A session, Professor Yin Jianfeng once again expressed gratitude to Deputy Director Xiong Zheng on behalf of all the faculty and students of the Law School. He pointed out that the "Prosecutorial Practice Experts Entering Campus" lecture series has become an integral part of the talent cultivation mechanism of the Law School at Beijing Normal University. He hoped to further enhance the quality and effectiveness of collaborative efforts between the school and the legal profession through this platform.






Finally, Professor Yin Jianfeng presented a commemorative certificate to Deputy Director Xiong Zheng on behalf of the Law School, and all the attending teachers and students took a group photo. The sixth lecture of "Prosecutorial Practice Experts Entering Campus" concluded successfully, leaving a lasting impression on all participants.
