On March 20, the Proposal Evaluation Meeting for the Supreme People’s Court’s 2025 Major Judicial Research Project, "Research on the Comprehensive and Accurate Implementation of the Criminal Policy of severity tempered by leniency in the New Era," was held in the Gao Mingxuan Academic Lecture Hall , Beijing Normal University. The meeting was co-chaired by Professor Lu Jianping of the School of Law at Beijing Normal University and Chen Changdong, Vice President of the Tianjin Second Intermediate People’s Court.

The meeting was chaired by Professor Lu Jianping of Beijing Normal University and Vice President Chen Changdong of the Tianjin Second Intermediate People’s Court. Feng Jinwen, Deputy Director of the Fifth Criminal Division of the Supreme People’s Court, Presiding Judge Wang Min; and Liu Shude, Deputy Director of the Institute of Applied Jurisprudence at the Supreme People’s Court, attended the meeting as advisors. Professor Huang Jingping from the School of Law at Renmin University of China, Researcher Liu Renwen from the law institute of University of Chinese Academy of Social Sciences, and Professor Zhao Jun from the School of Law at Beijing Normal University were invited to attend and provide expert reviews. Project team members in attendance included Fu Qiang, Deputy Chief Prosecutor of the Haidian District People’s Procuratorate in Beijing; Professor Zou Bingjian from Nankai University; Huang Yangzhou, Head of the Second Criminal Division of the Tianjin Second Intermediate People’s Court; Zhang Pengfei, Deputy Head of the Second Criminal Division; and Professor Guo Lirong from the School of Law at Beijing Normal University.
