Recently, Beijing experienced torrential rainfall, turning Xiananzhuang Village in Mujiayu Town, Miyun District, into a critical flood zone. Situated at the confluence of the Miyun and Shachang Reservoirs, as well as within the flood discharge channels of the Chao and Hongmenchuan Rivers, the village faced severe risks. Li Shanhe, an associate professor at the BNU Law School and the village’s stationed First Secretary, has remained on the front lines of flood relief for over ten consecutive days, embodying the mission and responsibility of university party members and cadres through decisive action.

Following the issuance of a red flood warning in Miyun District, Associate Professor Li rushed to Xiananzhuang Village overnight to command flood prevention operations. Confronted by rapidly rising river levels and a village surrounded by floodwaters, he immediately activated emergency protocols. Leading a rescue team of over 130 members—comprising village "two committees" cadres and party members—Li emphasized, "It is better to prepare for ten defenses and have none needed than to be unprepared for one." The team conducted a "carpet-style" hazard investigation and successfully evacuated 335 villagers, including over 30 individuals with special needs, to safe areas, achieving the goal of "zero casualties."

Operating under extreme conditions characterized by water and power outages and disrupted communications, Li coordinated the distribution of emergency supplies. He prioritized electricity for patrol vehicles and drinking water for on-duty personnel, while he and the village cadres sustained themselves on convenience foods and worked by generator light. To stabilize the villagers' morale, he visited households to offer condolences and coordinated the delivery of essential supplies to elderly residents living alone. Currently, nearly 400 residents have been relocated. The village "two committees" continue to maintain vigilance, allocating donated materials from various sectors of society to cope with the persistent rainy weather and ensure the safety of villagers' lives and property.
