On April 20, 2025, the fifth lecture of the Supreme People's Procuratorate's "Prosecutorial Practice Experts Entering Campus" lecture series was successfully conducted in Room 103 of Teaching Building 7 at Beijing Normal University. The event was hosted by Bei Jinxin, Deputy Director of the Economic Crime Prosecution Department of the Supreme People's Procuratorate, with Professor Yuan Zhijie, Vice Dean of the Law School at Beijing Normal University, acting as the moderator. Over 110 faculty members and students, including Associate Professors Shang Haowen and Yang Chao from the Law School, attended this insightful lecture.
At the outset, Professor Yuan Zhijie extended a warm welcome to Deputy Director Bei Jinxin on behalf of the entire faculty and student body, and provided an overview of his distinguished background to the audience. Deputy Director Bei Jinxin, a seasoned expert in prosecuting financial crimes, has led the handling of numerous significant financial crime cases and authored over 20 papers in esteemed journals such as "Legal Studies". His systematic and in-depth research in both the theoretical and practical aspects of financial crimes has earned him widespread recognition. Professor Yuan Zhijie expressed confidence that this lecture would equip students with a deeper understanding of critical issues in the current governance of financial crimes, offering valuable insights for their future studies and research endeavors, and truly highlighting the role of prosecutorial practice in advancing theoretical exploration.

Subsequently, the lecture commenced. Deputy Director Bei Jinxin delivered a captivating talk titled "Research on Major Issues in the Current Punishment of Financial Crimes - Implementation of the 'Three Proficiencies'". The lecture was structured around four key areas: "The Situation, Tasks, and Challenges in Punishing Financial Crimes", "Determining the Facts of Financial Crime Cases", "Interpretation Methods of Financial Criminal Law", and "The Effectiveness of Handling Financial Crime Cases". Deputy Director Bei Jinxin emphasized that prosecuting crimes is a core function of procuratorial organs. To effectively combat financial crimes, procuratorial bodies have implemented a range of effective strategies. He noted that the overall trend of financial crime in China is on the rise, with a notable surge in cases involving illegal fundraising, securities crimes, and money laundering. Challenges in handling these cases include difficulties in evidence collection and review, emerging legal complexities, and substantial obstacles in recovering losses. To overcome these challenges, he stressed the importance of mastering methodology and acquiring the "three skills": the ability to accurately discern substantive legal relationships from intricate legal facts, the capacity to deeply grasp the spirit of the rule of law from specific legal provisions, and the proficiency in achieving fairness and justice through the harmonious integration of legal principles and emotions. Finally, Deputy Director Bei Jinxin offered four pieces of advice to the students: First, pay closer attention to and study practical issues in judicial practice, fostering a positive interplay between practice and theoretical research. Second, excel in conducting integrated research and thinking that transcends departmental legal boundaries. Third, place greater emphasis on the study, research, and training of legal methodology. Fourth, consistently uphold the bottom line of the rule of law, enhance legal literacy, and become upright, law-abiding citizens and guardians of fairness and justice.

During the Q&A session, students actively posed questions and engaged in vibrant discussions with Deputy Director Bei Jinxin on the topic of legal benefit restoration in financial crimes. Deputy Director Bei Jinxin provided comprehensive answers from three perspectives: legislative practice, theoretical dimensions, and case handling effectiveness, thereby deepening the students' comprehension of governance issues related to financial crimes. Following the Q&A, Professor Yuan Zhijie once again expressed heartfelt gratitude on behalf of the faculty and students for Deputy Director Bei Jinxin's enlightening presentation. He encouraged students to pay more attention to financial security issues in the future and contribute theoretical support to resolving practical problems in financial crime governance through their research.

Finally, Professor Yuan Zhijie presented a commemorative certificate to Deputy Director Bei Jinxin on behalf of the Law School and they took a group photo together, marking the successful conclusion of the fifth lecture in the "Prosecutorial Practice Experts Entering Campus" series.
