On November 2, 2024, the Seminar on the Rule of Law of New Quality Productivity and Data Factor Market and the 2024 Annual Conference of the Association of Artificial Intelligence and Big Data Law of the Shaanxi Law Society was held at the Nanshanyuan International Academic Exchange Center of Northwestern Polytechnical University. More than 160 experts and scholars from more than 30 domestic and foreign universities, research institutes, courts, enterprises, law firms and other practical departments including Tsinghua University, Peking University, Renmin University of China, China University of Political Science and Law, Zhejiang University, Nankai University, Southeast University, Xi'an Jiaotong University, East China University of Political Science and Law, and Southwest University of Political Science and Law attended the conference. Liu Jiayi, a master's student at the Law School of Beijing Normal University, was invited to attend the conference, and his paper "Paths and Strategies for Government Data Sharing in Intelligent Connected Vehicle" was included in the annual conference proceedings.

The conference primarily delved into the paths towards establishing the rule of law within the realms of new quality productivity and data factor markets under the framework of our nation's digital economy. In particular, it conducted an in-depth examination of cutting-edge issues such as artificial intelligence and big data. The gathering was geared towards addressing both theoretical and practical challenges encountered in the application of artificial intelligence, while also investigating the intricate interplay between the advancement of new-quality productivity and the dynamics of data elements. The core issues tackled during the conference encompassed several key areas: firstly, the role and regulatory challenges associated with artificial intelligence product liability; secondly, the harmonized application and effective governance of technology and legal frameworks in the process of public data disclosure; thirdly, the dichotomy and normative development of the responsibilities borne by platform operators; and fourthly, the multifaceted data security concerns inherent in the data circulation process.




This conference further consolidated the insights and recommendations of legal professionals concerning the establishment of institutional frameworks for the advancement of the digital economy. It encompassed discussions on legal systems, policy measures, market mechanisms, and other relevant dimensions.
