The Second “Talent Development Class” for Legal Interns of the Beijing Normal University Law School and the Beijing Haidian District People’s Procuratorate officially opened

To foster a more harmonious and mutually beneficial relationship between legal theory and judicial practice, expedite the development of top-tier legal research and application professionals, and to further the collaborative endeavors between the procuratorial system and academic institutions, on the morning of January 8, 2024, the Law School of Beijing Normal University, in partnership with the Beijing Haidian District People's Procuratorate, co-hosted the inaugural ceremony for the second "Talent Development Class" for legal interns.



Liang Yingxiu, Dean, Yin Jianfeng and He Dan, Vice Deans, Chen Xuanyu, Secretary of the Youth League Committee, Xu Shulin, Director of the Internship Office, along with eight interns of the Law School at Beijing Normal University, were present at the opening ceremony. From the Haidian District People's Procuratorate, Xin Dongqing, a member of the Party Leadership Group and Director of the Political Department, Zhang Lina, Deputy Director of the Political Department and Head of the Cadre Group, as well as the heads of relevant departments and instructional prosecutors, attended the event. The ceremony was presided over by Zhang Lina, who serves as the Deputy Director of the Political Department and the Head of the Cadre Group at the Haidian District People's Procuratorate.

At the meeting, Wang Xiaolin, Head of the Education and Training Group of the Political Department of the Haidian District People's Procuratorate, introduced the relevant preparations and work arrangements for this year's "Talent Development Class" for legal interns, as well as the basic information of the eight outstanding supervising prosecutors. The "Talent Development Class" for legal interns is an important exploration jointly built by the Haidian District People's Procuratorate and the Beijing Normal University Law School. The Procuratorate selects exceptional prosecutors to serve as mentors, crafting bespoke training programs and delivering individualized instruction to the interns. This mentorship aims to guide the interns through an understanding of procuratorial affairs and case management, involving them in investigative and research activities. Over the course of the three-month internship, the mentors and interns collaborate to produce at least one high-caliber procuratorial research paper.







Kong Han, one of the top ten prosecutors in China from the Haidian District People's Procuratorate, spoke as a representative of the supervising prosecutors, and Li Chenxin and Li Baihua from Beijing Normal University Law School spoke as representatives of the interns.



Liang Yingxiu, Dean of the Law School, extended his heartfelt appreciation to the Haidian District People's Procuratorate for their proactive preliminary efforts and unwavering support in cultivating legal talent at our institution. He delineated the advancements made in the initial stages, including the meticulous selection process for internships within the Law School. Dean Liang also gave a resounding endorsement to the conceptual framework and intricate planning of the "Talent Development Class." He pointed out that the "Talent Development Class" for legal interns jointly organized by the Haidian District People's Procuratorate and Beijing Normal University Law School is an innovative practice to thoroughly implement Xi Jinping's thoughts on the rule of law, and an active exploration of the needs for reform in the cultivation of high-level legal talents in the new era. This more standardized, professional, and institutionalized legal intern training model holds profound significance in fostering interaction and exchange between legal education and judicial practice, as well as in advancing the reform of the legal talent cultivation system. Dean Liang eagerly anticipates the continuation and deepening of collaboration with the Haidian District People's Procuratorate in the future, aiming to facilitate a dynamic synergy between judicial theory and its application. He is committed to furthering the seamless integration of judicial work with higher education. Additionally, he expresses his hope that the interns will diligently apply themselves during their internships, acquiring invaluable practical experience in the process.



Xin Dongqing, member of the Party Leadership Group and Director of the Political Department of the Haidian District People's Procuratorate, expressed his gratitude to the School of Law of Beijing Normal University for its strong support. He pointed out that the Haidian District People's Procuratorate and the School of Law of Beijing Normal University have a deep tradition of cooperation and co-construction friendship. The "Yucai Class" for legal interns is a new model for the joint training of legal talents between the Haidian District People's Procuratorate and law colleges. This model has effectively promoted procuratorial business and procuratorial research. After the exploration of the first "Yucai Class", the Haidian District People's Procuratorate has improved its work in internship content, internship model and institutional guarantees. This "Yucai Class" has selected outstanding senior prosecutors from various business departments to serve as supervising prosecutors, and has formulated standardized and scientific internship manuals and instruction plans to implement personalized and precise talent training. The Haidian District People's Procuratorate attaches great importance to talent training. In the future, it will continue to explore and optimize the joint training model for legal talents, and looks forward to continuing in-depth exchanges and cooperation with Beijing Normal University Law School .



After the opening ceremony, President Liang Yingxiu and his delegation visited the History Museum of the Haidian District People's Procuratorate.
