Ji Jingling, a Master’s Student from the Law School, Attended the 2024 Annual Conference of the Association of Constitutional Law of China Law Society

From October 26 to 27, the 2024 Annual Conference of the Association of Constitutional Law of China Law Society was held in Hangzhou, Zhejiang. The theme of this annual conference was "Seventy Years of the Constitution of New China". It was hosted by the Association of Constitutional Law of China Law Society, organized by the Law School of Zhejiang University of Technology, and co-organized by the "May Fourth Constitution" Historical Materials Exhibition Hall. More than 300 experts and scholars from universities, research institutes and practical departments across the country attended the conference.





This annual conference was divided into three parts: The opening ceremony, three sub-forums and closing ceremony. A plenary session was held at the opening ceremony and a plenary roundtable forum was held at the closing ceremony. The meeting lasted a day and a half in total.

The opening ceremony of the event was elegantly presided over by Mo Jihong, a distinguished academician of the Chinese Academy of Social Sciences, Director of the Institute of Law, Dean of the School of Law at the University of Chinese Academy of Social Sciences, and Executive Vice President of the Association of Constitutional Law within the China Law Society. In attendance were esteemed leaders such as Zhang Wenxian, a member of the Party Leadership Group and Director of the Academic Committee of the China Law Society; Zheng Shuona, Vice President of the China Law Society and President of its Constitutional Law Research Association; Xu Jie, a member of the Party Leadership Group and full-time Vice President of the Zhejiang Law Society; Hu Jun, Vice President and Party Committee Member of Zhejiang University of Technology, among others, who all graced the occasion with their insightful speeches. The opening ceremony featured a plenary session, which was expertly moderated by Professor Zhou Yezhong from the Law School of Wuhan University. The session was enlivened by a series of informative reports delivered by esteemed academics, including Professor Hu Jinguang from the Law School of Renmin University of China, Professor Qin Qianhong from the Law School of Wuhan University, Professor Ren Xirong from the Law School of Jilin University, Researcher Zhai Guoqiang from the Chinese Academy of Social Sciences, and Professor Li Zhongxia from the Law School of Renmin University of China.

The conference set up three sub-forums: the first sub-forum focused on the historical and contemporary value of the "May Fourth Constitution" as well as the state system and state institutions; the second sub-forum focused on the principles and practice of basic rights; the third sub-forum focused on the people's congress system, the implementation of the constitution, especially the constitutionality review and filing review system. A total of 45 papers were reported in the three sub-forums.

The closing ceremony was moderated by Professor Zhang Xiang of Peking University, which concluded with a thought-provoking roundtable forum themed "Fully Implementing the Constitution and Safeguarding Its Authority." Esteemed panelists such as Professor Zhou Wei of Sichuan University, Professor Xiong Wenzhao of Tianjin University/Shandong University, Professor Zhu Jie of Wuhan University, Professor Zheng Lei of Zhejiang University, and Researcher Liu Xiaomei of the Chinese Academy of Social Sciences engaged in a lively discussion. For the forum's summary, Professor Cheng Xueyang of Soochow University, Associate Research Fellow Zhu Xuelei of the Chinese Academy of Social Sciences, and Lecturer Tian Wei of Renmin University of China provided a comprehensive and systematic overview. They introduced the perspectives of various scholars on the topics addressed across the three sub-forums, which included the historical evolution of the Chinese Constitution, the establishment of an independent knowledge system for Chinese constitutional law, the theory and application of citizens' fundamental rights and duties, the system of the people's congresses, the reform and advancement of state institutions, and the review of constitutionality and judicial review. Additionally, they contributed their own insights and viewpoints on these critical issues.





Ji Jingling, a master's student from the Class of 2024 at the Law School of Beijing Normal University, participated in the annual conference. The paper she co-authored with her tutor, titled "Smart Supervision of Personal Information Protection in Public Health Events," was featured in the conference proceedings. The paper posits that in the era of data, characterized by the swift advancement of big data and artificial intelligence technologies, a tension inherently arises between fostering economic growth and safeguarding personal information security. With a focus on public health crises, and using the 2019 epidemic as a case study, the paper delves into the regulatory measures, legal frameworks, and technical approaches employed by various countries to manage personal information during such emergencies. It also examines the challenges associated with cross-border data sharing. The research aims to uncover strategies for preventing and responding to future public health crises while protecting personal information through intelligent regulatory technologies. Furthermore, the paper emphasizes that the legal collection and utilization of data must adhere to current legislative and regulatory standards. Looking ahead, the paper suggests that it will be an emerging trend for governments to leverage new technologies like big data and artificial intelligence for smart supervision, enabling them to oversee the handling of personal information in public health emergencies through intelligent means.
