On March 10th, the 55th lecture of the BNU Legal Practice Lecture Series, titled "Unraveling Challenges in the Judicial Determination of Money Laundering Crimes," was successfully held in the lecture hall of the Electronic Building of Beijing Normal University. This lecture was given by Wang Peilin, Deputy Director of the Second Procuratorial Department of Dongcheng District People's Procuratorate in Beijing, and hosted by Shang Haowen, Associate Professor and Doctoral Supervisor of the Law School of Beijing Normal University. More than 130 teachers and students attended the lecture.
This lecture is an important part of the course "Procuratorial Practice". To further implement Xi Jinping's thought on the rule of law, promote a positive interaction between legal education and prosecutorial practice, jointly implement the strategies of revitalizing the country through science and education and strengthening the nation through talent in the new era, and advance the cultivation of high-quality legal talents, the Law School of Beijing Normal University has launched a "Prosecutorial Practice" course in the spring of 2024, which will be lectured by experts with practical experience from the prosecutorial system. The course of "Procuratorial Practice" is based on the actual situation of prosecutorial work, focusing on the latest fields and achievements of prosecutorial reform, teaching students new concepts and practices of prosecutorial work in the new era, and laying a professional development foundation for law students who are interested in engaging in prosecutorial work and other judicial practices.
For a decade, Prosecutor Wang Peilin has been a steadfast presence on the front lines of judicial practice, adeptly managing over a thousand criminal cases spanning various categories. His diligent work has culminated in ten of these cases being recognized as exemplars of excellence by both the Supreme People's Procuratorate and the Beijing Municipal People's Procuratorate. Wang stands as one of the pioneering experts in economic crime prosecution within the financial sector in Beijing. His distinguished service has earned him a string of accolades, including the titles of National Excellent Case Handling Prosecutor, National Excellent Prosecutor, and Outstanding Individual in the Fight Against Money Laundering and Illegal Financial Crimes. Additionally, he has been bestowed with the First Class Merit by the Supreme People's Procuratorate in recognition of his outstanding contributions.
During the lecture segment, Prosecutor Wang Peilin began by elucidating the origins and definition of money laundering for the students, outlining the challenges encountered in China's efforts to combat this financial malpractice. He then provided an overview of the current state of anti-money laundering initiatives within China's financial industry regulation and criminal enforcement landscape. Furthermore, Prosecutor Wang delved into the contemporary legislative framework surrounding money laundering crimes in China, discussing the perspective of criminal law reform. Following this, he offered a comprehensive exposition on the core principles of identifying money laundering offenses, with a keen focus on the intricate judicial identification issues prevalent in complex money laundering cases. These issues included the identification of money laundering activities, the delineation and recognition of associated upstream crimes, and the differentiation between aiding money laundering and complicity in the original offenses. Throughout the session, Prosecutor Wang Peilin fostered deep communication and interaction with the students by referencing notable cases and posing thought-provoking questions.
Following the lecture, students engaged Prosecutor Wang Peilin with inquiries regarding the complexities in identifying money laundering crimes. Prosecutor Wang offered nuanced and informative responses, which were subsequently complemented by the insightful remarks of Associate Professor Shang Haowen. Associate Professor Shang Haowen also expressed his gratitude to Prosecutor Wang for gracing Beijing Normal University Law School with his presence and expertise. The lecture concluded to the sound of spirited applause from the students, signifying its resounding success. This event provided an enriching and memorable legal learning experience for all the faculty and students in attendance.
