On November 26, the 5th Session of the Interdisciplinary Salon on Juvenile Studies and the 140th Session of the BNU Distinguished Criminal Law Scholar Lecture Series, jointly organized by the Law School of Beijing Normal University and the Research Center on Procuratorial Work for Children, were held at Gao Mingxuan Academic Lecture Hall, Room 1822 of the Rear Main Building of Beijing Normal University.
This lecture was given by Professor Yang Shilong, a Distinguished Professor in the Department of Crime Prevention and Control at Chung Cheng University in Taiwan, and the Director of the Crime Research Center. Professor Wu Zongxian, a second-level professor and doctoral supervisor at the Law School of Beijing Normal University, presided over the lecture. Zhao Yixiao, a second-level senior prosecutor assistant at the Juvenile Prosecution Department of the Supreme People's Procuratorate, and Professor He Ting, Vice Dean of the Law School of Beijing Normal University, also participated in the lecture. Doctoral and master's students from multiple universities including Beijing Normal University and Tsinghua University attended the lecture.
Professor Wu Zongxian first extended a warm welcome to Professor Yang Shilong on behalf of the Law School of Beijing Normal University.
Professor Yang Shilong presented an insightful overview of the current state of juvenile delinquency in Taiwan, blending case analyses with statistical data. He has put forth a comprehensive set of prevention and intervention strategies aimed at effectively tackling the issue of juvenile delinquency in Taiwan. His focus included the progression and advancement of juvenile justice in the region, the principles of decriminalization and deinstitutionalization in the prevention and management of juvenile delinquency, the approach to handling cases involving minors at risk, and the establishment of a structured framework for the prevention and control of juvenile delinquency in Taiwan. Professor Yang Shilong underscored the need for future refinement of the punishment and protective measures within the juvenile delinquency prevention system, advocating for a stronger equilibrium between punishment and protection to effectively prevent and manage juvenile delinquency.
During the discussion session, Zhao Yixiao introduced the similarities and differences between the development and evolution trends, main types and characteristics of juvenile delinquency, as well as the education and correction of juvenile delinquency in Chinese mainland and Taiwan, based on the judicial practice of juvenile prosecution. He also stated that Professor Yang Shilong's introduction of the new theoretical exploration direction of campus bullying in Taiwan, the governance of juvenile drug-related crimes, and the development of education and correction work for juvenile offenders, has great inspiration for the juvenile prosecution work in mainland China, and will strengthen attention and research in the next step of work.
Professor He Ting believes that Taiwan has formed a relatively complete system of laws and regulations for the prevention and control of juvenile delinquency and juvenile welfare. In the future, reference can be made to the protection concept reflected in Taiwan's educational correctional institutions and the relevant handling methods for new drug crimes involving minors.
