Professor Wu Zongxian Attended a Conference and Gave a Lecture in Xi'an

On the morning of May 30, 2024, Wu Zongxian, a second-level professor and doctoral supervisor at the Law School and the College for Criminal Law of Beijing Normal University, was invited to participate in the "Path and Significance of Professionalization and Socialization of Community Correction Work Model in Yuhuan City, Zhejiang Province" project review meeting and community correction theory and practice seminar at the lecture hall on the first floor of the Chang'an Campus Library of Northwest University of Political Science and Law. He evaluated the project results of Associate Professor Li Lanlin, Vice Dean of the School of Philosophy and Social Development of Northwest University of Political Science and Law, and the project results passed the review and acceptance smoothly.

The opening ceremony of the seminar was presided over by Professor Li Guihua, Director of the Research Department of Northwest University of Political Science and Law. Vice President Ma Chaoqi of Northwest University of Political Science and Law, Executive Vice Mayor Chen Bin, member of the Standing Committee of the Yuhuan Municipal Committee of Zhejiang Province, and Researcher Zhang Guirong, Director of the Community Correction Work Research Office of the Crime Prevention Research Institute of the Ministry of Justice, delivered speeches.




Over the past year, Associate Professor Li Lanlin's team has worked closely with the Judicial Bureau and Community Correction Management Bureau of Yuhuan City, Zhejiang Province, to complete a research report of over 100,000 words titled "The Path and Significance of Professionalization and Socialization Work Models in Community Correction in Yuhuan City, Zhejiang Province." The report is divided into seven chapters, discussing the overall overview of community correction work in Yuhuan City, the current situation of correction education and re socialization of community correction objects in Yuhuan City, community correction for minors in Yuhuan City, the participation of social organizations in community correction work in Yuhuan City, and the investigation and exploration of the current situation of grassroots autonomous organizations participating in community correction work. Taking Hubin Community as the research object, the highlights of community correction work in Yuhuan City, and the countermeasures and suggestions for the standardized development of community correction work in Yuhuan City are discussed.

Reviewers Jiang Aidong (member of the Evaluation Committee of the Ministry of Justice, former director of the Community Correction Management Bureau of the Ministry of Justice, and a Doctor of Law), Zhou Menglong (person in charge of the Taizhou Community Correction Research Base of the Ministry of Justice and director of the Taizhou Community Correction Management Bureau of Zhejiang Province), Liu Zhehui (director of the Community Correction Management Department of the Judicial Department of Shaanxi Province), Zhang Guirong, Zhang Wenjing (editor in chief of China Rule of Law), Wu Zongxian, Feng Weiguo (dean, professor, and doctoral supervisor of the School of Criminal Law, Northwest University of Political Science and Law), and Fu Yuming (deputy editor in chief, professor, and doctoral supervisor of Northwest University of Political Science and Law) fully praised the research work of Associate Professor Li Lanlin's team, affirmed the value and significance of the research report, and highly praised it. Exploration and innovation in community correction work in Yuhuan City, Zhejiang Province. At the same time, the review experts also put forward constructive improvement suggestions for the shortcomings and problems in the research report of the project. We hope that after the research report is enriched and improved, it will be officially published, so that everyone can better understand the experience and practices of Yuhuan City, and contribute to the improvement of China's community correction system and the promotion of community correction practice in China.

Professor Wu Zongxian mentioned in his speech that after more than a year of hard work, the research team has written a very good research report with detailed content and rich information, which should be congratulated! He believes that from the content of the project report, this project and the exploration of community correction in Yuhuan City have five distinct characteristics: reasonable research methods, comprehensive research content, prominent research focus, diverse work highlights, and reasonable countermeasures and suggestions. At the same time, he put forward three suggestions: (1) Further enrich the content and publicly publish the research findings. It is recommended to revise, improve, and expand this research report into a manuscript of around 400,000 words, and choose a national publishing house for official publication. In terms of enriching the manuscript, in addition to the research results and theoretical research achievements of the research group, it is also possible to focus on adding statistical data, specific rules and regulations, and valuable cases from previous years to more comprehensively reflect the development and innovative exploration of community correction in Yuhuan City, and provide materials for people to carry out community correction research. (2) After the official publication, a new book release and seminar will be held in Yuhuan City. Professor Gao Mingxuan, a people's educator, is very concerned about and supportive of community correction work. He was once invited by the Ministry of Justice to participate in the National Symposium on Community Correction Theory held in Nanjing on December 28-29, 2010. He gave a wonderful speech on the significant significance of incorporating community correction into criminal law, elaborating on the significance of incorporating community correction into criminal law from five aspects. Therefore, it would be valuable and meaningful to hold a community correction seminar at the Gao Mingxuan Academic Hall in Yuhuan City. (3) Emphasize the training of community correctional workers. It is suggested that Associate Professor Li Lanlin's team attach importance to cooperation with community correctional institutions in Zhejiang and various regions, and make contributions to training and improving the professional quality of community correctional workers in China.

Professor Wu Zongxian also chaired a special seminar according to the conference schedule.

Sheng Xingyi, Secretary of the Party Group and Director of the Judicial Bureau of Yuhuan City, Zhejiang Province, Wang Jianping, Director of the Community Correction Management Bureau of Yuhuan City, and Ms. Fang Rui, Director of the Tianyi Social Work Service Society of Yuhuan City, as well as leaders from the Social Work Department of the Shaanxi Provincial Party Committee, the Community Correction Department of the Shaanxi Provincial Department of Justice, and the Community Correction Management Department of the Xi'an Municipal Bureau of Justice, relevant leaders from the People's Procuratorate and Judicial Bureau of Qinyang City, Henan Province, relevant leaders from the Judicial Bureau of Linyi City and Pingyi County in Shandong Province, Secretary Kou Hanjun and Dean Shan Xiaoqi of the Philosophy and Social Development College of Northwest University of Political Science and Law, and other leaders and teachers and students attended the seminar.




That evening, Professor Wu Zongxian delivered a lecture entitled "Exploring Key Challenges in Juvenile Community Corrections." He generously shared his thoughtful perspectives and practical suggestions on various issues pertinent to the community correction system for minors. The event was skillfully moderated by Dean Shan Xiaoqi from the School of Philosophy and Social Development at Northwest University of Political Science and Law. In attendance were distinguished faculty and students from the School of Criminal Law, including the respected Dean Feng Weiguo and the Vice Dean Li Lanlin of the School of Philosophy and Social Development. Also present were representatives from community correction facilities across Xi'an, who are at the forefront of implementing these correctional measures. Following Professor Wu's comprehensive presentation, a rich and engaging interaction unfolded with the audience. Professor Wu Zongxian actively responded to the queries posed by the students, commending the depth and sophistication of their inquiries. His responses were both illuminating and appreciative, reflecting the stimulating academic atmosphere of the event.
