The 123rd session of the BNU Distinguished Jurist Lecture Series, themed "The Impact of Domestic and International Situations on China's Counter-Terrorism and Stability Maintenance Work and Response Strategies," was successfully held in Room 1822 of the Rear Main Building at Beijing Normal University. This lecture was delivered by Professor Shu Hongshui, who holds multiple prestigious positions including Dean of the National Security College (Anti-Terrorism Law College) at Northwest University of Political Science and Law, Director of the Regional Counter-Terrorism Research Center of the National Security Rule of Law Research Base, and Vice President of the Chinese Society of Criminology. Professor Jiang Na from BNU Law School presided over the event, while Professor Wang Zhixiang, Director of the Institute of Foreign Criminal Law and Comparative Criminal Law, and Professor Xing Aifen from the International Law Teaching and Research Center served as panelists. The lecture attracted a significant number of students from BNU Law School.
The lecture combined thematic reports with expert discussions. The speaker systematically analyzed the challenges and countermeasures facing current counter-terrorism and stability maintenance work from five dimensions: first, an analysis of the domestic and international counter-terrorism situation, involving the current activities of major terrorist organizations in the world, the trends of international terrorist activities, and new characteristics of global terrorism, with a focus on dissecting the attack targets, main methods, and development trends of six major foreign terrorist organizations. Second, an assessment of the counter-terrorism situation in the Xinjiang region, including the current abnormal phenomena, analysis of typical case characteristics, and predictions for future counter-terrorism and stability maintenance trends. Third, practical issues and potential risks, including urgent practical problems that need to be addressed and several risks that require vigilance. Fourth, theoretical reflections and enhancement of understanding, focusing on key issues such as the dialectical relationship between economic development and social stability, the "long whip effect" phenomenon in stability maintenance work, and a re-examination of counter-terrorism efforts. Fifth, countermeasure suggestions, where the speaker, guided by Xi Jinping's thoughts on the rule of law and in line with the spirit of the Third Central Xinjiang Work Symposium, constructed a systematic and multi-layered comprehensive risk response strategy system.
During the discussion segment, Professor Wang Zhixiang highly endorsed Dean Shu's concept of "prevention first, prioritizing counter-terrorism." He emphasized the necessity of incorporating preventive counter-terrorism clauses into the criminal law system while cautioning against the tendency to overly criminalize counter-terrorism work. Professor Wang clarified that the foundational norms of counter-terrorism work should be based on a specialized counter-terrorism legal system, ensuring precise and professional implementation within the framework of the rule of law.
Professor Xing Aifen proposed the construction of an integrated "macro-meso-micro" counter-terrorism system from an international perspective. She suggested strengthening top-level design at the macro level, cultivating a group of China-friendly scholars at the meso level, and conducting thorough background checks at the micro level, while fully leveraging AI technology to enhance online counter-terrorism effectiveness. She stressed the importance of grasping the "double-edged sword" effect in counter-terrorism and stability maintenance work, balancing empirical research at the grassroots level with effective blocking of foreign anti-China forces' interference and infiltration at the international level.
The lecture concluded with an interactive communication session, where students and faculty actively engaged with the expert speaker, creating a lively and engaging atmosphere. Professor Shu provided professional and detailed answers to various inquiries, further enriching the discussion. As an important academic activity of our institute's counter-terrorism legal research center, this lecture, based on a multidisciplinary intersectional research perspective, offers valuable academic references that combine theoretical depth with practical significance for counter-terrorism and stability maintenance work in the new era.
