In the evening of March 19th, Prof. William Fox of Pennsylvania State University Visited Beijing NormalUniversity Law School, and made a special lecture for the students; the topic is “The Role of Cost-Benefit Analysis in U.S. Administrative Law”. Prof. Stephen Barnes of Dickinson School of Law,Pennsylvania State University, and Prof. Wang Xiumei, Director of Office of International, Vice Dean of Law School, associate professor Zhang Hong attended this lecture.
Prof. Fox is a distinguished scholar in residence, who got LL.M. in Harvard Law School, and J.D. in Catholic University of America. He has been a practicing attorney and a professor of law for more than thirty-five years. was a tenured professor on the faculty of the Columbus School of Law of The Catholic University of America in Washington, D.C. Professor Fox served as associate dean for academic affairs at Columbus School of Law and then as dean from 2003-2005. Additionally, he is a member of theDistrict of Columbia and New Mexico bars as well as the Supreme Court of the United States.
During the lecture, Prof. Fox firstly introduced his extraordinary academic experience by presenting lots of wonderful photos, which led to the main topic of lecture--- Cost-Benefit Analysis. To begin, he explained in great details about the cost-benefit analysis, referring to its widely used in various fields in the whole USA. Furthermore, he analyzed why, and how the cost-benefit analysis plays an important role in administrative law.
In the end, students present put forward their questions actively, carrying on a thorough discussion with Prof. Fox. After the lecture, associate Prof. Zhang Hong made a wonderful summary and comment, on behalf of law school, presenting gifts to Prof. Fox and Prof. Barnes.
