Hao Mingjin, Vice Chairman of the Standing Committee of the National People's Congress, led a law enforcement inspection team in Beijing to carry out Notarization Law enforcement inspection and held a symposium on September 14th. Professor Yuan Zhijie, Vice President of our school, attended the symposium as an expert representative.
At the symposium, the leaders of the Law Enforcement Inspection Team of the Standing Committee of the National People's Congress introduced the law enforcement inspection, Qi Yanjun, Vice Mayor of Beijing, reported the overall implementation of the Notarization Law, and the principals of Beijing Municipal Bureau of Justice, Municipal Committee Office, Municipal Development and Reform Commission, Municipal Public Security Bureau and Municipal High Court reported the implementation of the Notarization Law respectively.
Li Wei, director of the Standing Committee of Beijing Municipal People's Congress, said during the discussion that he would vigorously promote the implementation of Notarization Law in Beijing and give full play to its functions of optimizing the business environment and serving the people and society.
Professor Yuan Zhijie, as a representative of experts and scholars, put forward his opinions on the implementation of Notarization Law. He deeply analyzed the problems in the legislation and practice of China's Notarization Law from six angles, such as the orientation of notarization function, attributes and compulsory notarization matters, especially expounded the notarization system on the meanings of "Public" and "Certificate", and pointed out that it is necessary to strengthen the notary's investigation right and the obligation to provide explanation and consultation, establish compulsory notarization matters, and further play the important role of notarization as a non-litigation mechanism.
Vice Chairman Hao Mingjin pointed out that notarization system plays a key role in serving the overall work of the Party and the state, promoting supply-side structural reform, preventing and controlling financial risks, promoting property rights protection, and implementing diversified dispute resolution mechanisms. As the first law to regulate notarization in China, Notarization Law has established the basic framework of the socialist notarization system with Chinese characteristics, which provides a legal basis for the orderly development of notarization in China and lays a foundation for the rule of law. He emphasized that the full implementation of the Notarization Law is of great significance for promoting the healthy development of the notary industry, comprehensively promoting the rule of law and building a socialist country ruled by law.
Also present at the symposium were Zhang Sujun, member of NPC Standing Committee and vice chairman of NPC Supervision and Judicial Committee; Han Xiaowu, member of NPC Standing Committee, NPC Supervision and Judicial Committee; Zhang Lijun, member of NPC Supervision and Judicial Committee; Du Feijin, deputy director of Beijing Municipal People's Congress Standing Committee; and representatives from practical circles.
