On June 16, 2014, our school invited Jack M. Beerman, a professor at Boston University Law School, to visit the two schools of law, and gave a lecture entitled “The US Judicial Review System”, which received enthusiastic responses from the students. The lecture was hosted by Associate Professor Zhang Hong, deputy dean of the School of Law, and gave a wonderful review.
Professor Jack M. Beermann teaches at Boston University School of Law and is a well-known American administrative law scholar. His research interests include citizenship, administrative litigation, and local government law. This lecture focuses on the availability of judicial review in the United States, the standards for judicial review, and the review of normative documents by US courts.

Professor Beerman introduced the US judicial review system from four aspects: the application of judicial review, standards, review of guidelines and policies, and invalidation and discriminatory enforcement measures. First of all, from the administrative procedure law, the similarities and differences between the Sino-US administrative procedure law are compared. Different from China, the United States has different administrative procedures and laws in different states. Judicial review is not applicable anytime and anywhere. The subject of judicial review and relief and the subject of judicial review are strictly regulated, and it also has certain timeliness. He explained the administrative procedures of judicial review and the circumstances in which the review was not applicable, helping students to understand more deeply how to apply judicial review in practice. He detailed the legal level of the United States. When explaining discriminatory enforcement measures, he emphasized the principle of fairness and no one should enjoy privileges. Finally, he talked about the common problems faced by China and the United States in the field of judicial review, how to exercise public power while minimizing damage to citizens' personal rights.

In the questioning session, the students gave a lot of speeches on the lectures and benefited a lot. The nearly three hours of wonderful lectures ended with the enthusiastic applause of the students.
