Abstract
Chinese society is undergoing reform and the relationship between criminal policies and criminal laws becomes unprecedentedly complex. The way to view the relationship between criminal policies and laws, the way to give full play to the criminal policies to improve the weak link of criminal laws, the way to construct criminal law, safeguard the stability and authority of law, thereby inhibiting the “path dependence” and expansion impulse are at the core of discussion in this book.
